Work out in Kelmscott gosnell area. Heap of cheap subdividable blocks out here. Real good place to start with a three or four unit site. Client bought a four unit site for 310k only a few months ago.
They use the R code as a minimum, you still have to get it approved by council. If you go with a strong enough case it is not unheard of to get it changed. However use the R code yourself and then talk to town planners to see if they can fit anymore on, talk to a few until you get the answer you want you never know you may be able to squeeze a few more on.
I am unfamiliar with the gold coast council rules but usually it depends on the zoning of the particular block so look into it and check with the local council to do with the zonings,

Wisepearl nailed it mate. The designs dont really matter but the council will need to see plans so they know that you can fit your 3 or 4 houses on the site.
