Sydney dual occ/sub

Hi guys got a budget of 1.1-1.7m for a property (this budget for the purchase only excludes build). Want to buy property landbank and in 1-2 years build two. any ideas which areas with favourable town planning i should focus on in sydney (ideally not western syd).. Done this before in melb (which seems to be much easier and more sites in that budget)but want to diversify and just finding hard to find an area to focus in within my budget
