									<content:encoded><![CDATA[<p>Not quite. True investors have a strategy to buy and to sell where speculators rely on luck. Speculators will sell eventually or if they need to pay debts or cash up. So they do sell but not in a strategic and planned manner is investors do.</p>

As one who lives in Melbourne and has looked at inner city apartments but invested in suburban Melb instead (neg gear), I would recommend you keep right away from inner city apartments. I am also moving away from neg gearing to pos gear.</p>
