Development To do List for building

Hi,
I have bought an old house with big land that I want to develop the backyard with putting 2 new townhouses.
But I am getting confused as every builder tells me a different set of things that need to be done.
Is there a to-do list anyone can share that I can tick off and lets me see exactly the things I need to do to get these properties built?

I mean things like concept plans, council meetings, landscape, land surveys, etc.
I need something that goes into depth and detail not just an overview.
