    Hi,

Previously, I was getting a quarterly bill from the council for our IP in Queensland – this had the water rates (usage) included in it.  Our IP is a townhouse in a complex of 26.

Suddenly, my council rates went down and I thought this is looking good ;). However, a few weeks later I got another bill from a water company for the usage:(

Anyhow, doe this now mean that we can forward on the usage charges to the tenants?  Is this a plan by the Qld Government?  How doe this 'generally' stand on legal grounds – contents of current rental lease not-with-standing?.

Check out the effect with the office of fair trading in qld – you may be able to charge the usage (if separately metered) or you may need to wait until a new lease is signed.
