Both programs require 3 years work experience under a mentor, does anyone know if you can do your work experience time in the UK or get accreditation with a UK body (over 3 years) which will then qualify you for admission with either CPA or CA in Australia?

Contact the CPA/NIA or Institute of Chartered Accountants. They should have a list of equivalents which are acceptable.

I did my last six months of the 3 years practical experience for CA whilst working at an investment bank in London, with an Aussie CA work colleague mentoring me (but you can use an UK CA if necessary).  You just have to register your mentor with the ICAA and keep a log of your work experience and mentoring whilst over there.
