Are there Lenders that offer 97% LVR with LMI capitalised?

No 95% + LMI is about the max and they are few and far between.

Neither Gemworth or QBE PMI Will insure a loan over 95% these dayshence all the lender have pulled out of this lvr.
Some of the majors are back to 90% LVR less LMI.

So, there's really no such thing as a 100% LVR loan for Investment purposes…if you have to have 20% equity regardless?

What about Owner occupied? Is that the same?

St George have just tightened up their policy on 100% loans even further.

Commitment cover ratio is now 1.25% (as opposed to 1.10%) which means you'll be able to borrow less…
