Who out there is a regular sub divider into two of residential blocks??

Thinking of doing sub divsions as a "reasonably quick" turnaround stategy to create cashflow for myself. Essentially large blocks with single dwelling that can split off a vacant block, and then sell both parcels. From my reserach so far it seems that time in council (and sometimes other Gov bodies if needed) is potentially the main criteria that I will be looking at – because this can vary so greatly and I want to be efficient. Is there anywhere where you can reliably go from submission to approval within three months? (My other criteria pretty much as you would expect: where there is reasonable volume of opportunity, where can create an OK margin, and in a reasonably strong market for speed of resale.)

If you are a seasoned "block splitter" I would love to hear your thoughts. I live In Sydney, but willing to look anywhere in Australia,
