Isn't there a contact phone number on the signs?
Could you track the initiator by following up on the contact details in the first instance?
3112 4382 – This is a service providers number. You call it and leave a message then the service provider sends an email to the relevant person with the details of who has called. I think you'll find those signs will be posted by various different people, so you may find it harder than you think to get rid of them as the next person will just put another one up. But I guess you can try.
