The tenants definately have rights to a private home with no invasions by the landlord. The landlord owns the house, but its someone elses HOME! and also their private life. our policy on keys is that its the tenants home not mine, If I lock myself out (I own my home) there is no one I can call so why should they, you are providing accomodation not a locksmith service.
