Red, have you ever thought of asking a developer to partner with you and allow them to develop all the land for a share of the profits, etc. You could ask for a few of the properties along the waterfront with the best views and a cut of all the other sales. Who cares how they make money? They cannot take back your funds (or property) unless you default like any lender would.

Why would you want to refinance? There is a fee in the first few years but no-one else offers interest free loans.
