If you are referring to cert 4 in mortgage broking you might think about the fact that this industry will be more regulated and brokers will require cert 4 for mortgage broking in the future.

If you just purchased the property and the fences were in a state of disrepair then when you replaced the fence you actually improved the fence beyond what state you purchased the property at.
